Local forces objected to the central work committee of the National League for Democracy’s (NLD) approval of the preparatory bill on the establishment of interim constitution for the three regions.
On the 17th of November, democratically elected representatives from Sagaing, Taninthary, and Magway convened regional parliaments in accordance with parliamentary procedures, the NLD reported.
The Speaker and Vice Speakers were elected during the session of the Hluttaw, and the interim plan for the Federal Democratic Union and the preparatory bill for the Formation of the Interim Constitution were approved.
Ko Min Lwin Oo, a member of the Democracy Movement Strike Committee-Dawei, told Than Lwin Times, “Since the third Hluttaw was held under the 2008 constitution, the interim bill approved by it is not legal.”
On November 18, more than 20 revolutionary forces in the Tanintharyi Region issued a statement saying, “Until today, there has been absolutely no official notification, discussion, or request for opinion from local political and revolutionary forces regarding the bill.”
Furthermore, the 2008 Constitution has already been annulled, and a party or a group’s act of breaching the state’s right to enforce law like this monopolizes regional politics, it said.
The local forces also see that the Tanintharyi region as a federal unit with equality and self-determination. Only the local people have the right to decide the fate of Tanintharyi.
Sagaing Forum spokesperson Ko Soe Win Swe, “According to the 2008 constitution, we understand that convening the parliament and approving the bill does not take the form of collective leadership. Another thing is that in Chapter 2, Article 53 of the Federal Democratic Charter, it is stipulated that the legislative, administrative, and judicial matters of the state federal units must be coordinated by the National Unity Consultative Council. Therefore, their actions are not consistent with the Charter.”
The statement of the NLD’s Central Working Committee did not mention whether the three regions have coordinated with the NUCC on the approval of the interim measures.
The Sagaing Forum stated that since the issue of preparation for drafting an interim constitution is the fate of all regional or state federal units, processes that are transparent, inclusive, and consistent with the real situation on the ground should be implemented.
Political and revolutionary forces in the region have pointed to the need to work through an inclusive political platform in drafting interim measures, transitional measures, and an interim state constitution.
