The National Solidarity and Peacemaking Negotiation Committee (NSPNC) and a delegation from the Restoration Council of Shan State (RCSS) discussed holding a peace conference in Nay Pyi Taw, the military council reported.
On the 11th and 12th of July, the peace talk team of the military council and RCSS Secretary 1 Sao Sai Ngin, Central Executive Committee member Sao Saung Han, and Central Steering Committee member Sao Sai Han attended the meeting.
On the first day of the meeting, they discussed the points to be amended in the 2008 Constitution, the implementation of the points agreed upon in the previous talks, and holding a peace conference.
In addition, the two sides also discussed regional stability, anti-narcotics, development, and humanitarian aid issues, according to the statement.
On the second day of talks, they continued to discuss and negotiate on issues that were not completed on the first day, and signed agreements after two days of negotiations, but no details were released.
Than Lwin Times tried to reach RCSS Secretary 1 Sao Sai Ngin by phone at least three times regarding the signing of the agreement, but no response was received by the time of reporting.
Regarding the issue of holding the Union Peace Conference, the military council’s peace talks team started discussions with the non-signatory ethnic groups, The United Wa State Party (UWSP), the National Democratic Alliance Army (NDAA-Mongla) and the Shan State Progressive Party (SSPP), in the third week of March.
After that, ethnic armed organizations that signed the nationwide ceasefire agreement (NCA), such as the Pa’o National Liberation Organization (PNLO), the Democratic Karen Benevolent Army (DKBA), the Karen Peace Council (KNU/KNLA-PC), the Lahu Democratic Union (LDU), and the Arakan State Liberation Party (ALP), held talks with the military council in the last week of June.
After seizing power by force, the military leader held at least five rounds of peace talks with seven NCA signatories and three non-NCA signatories.
